网络法是网络时代的“新生儿”，是一片充满诱惑的新领地。本书从网络法的独立性之争切入，总结了网络法走向独立的路径，并将其界定为以网络空间行为为调整对象的另类规范体系。
网络法在当今各国并没有统一的面貌。我国的网络法制处于积极建设阶段，其主干内容为电子签名法、电子商务法、电子政务法、网络安全法、个人信息保护法以及网络犯罪的刑法制度、管辖制度、证据制度、法律适用制度等。本书逐一阐述了上述各部分的基本概念、规则和理论，并适时地提出了未来的完善建议。
现如今，网络法学也已成为一个重要的新兴法律部门。各种各样的法律问题在网络空间聚集，形形色色的网络法规在摸索中仓促试水，司法实践中遇到的网络纠纷与法律挑战此起彼伏。这些都给网络法学研究打上了时代的烙印。刘品新，壮族，湖北洪湖人，中央民族大学法学学士（1995年）、中国人民大学侦查学硕士（1998年）、证据法学博士（2003年）、美国伊利诺伊大学访问学者（2007年），现任中国人民大学法学院教授、刑事法律科学研究中心研究员、网络犯罪与安全研究中心执行主任、证据学研究所副所长、刑事错案研究中心副主任，兼任中国电子学会计算机取证专家委员会委员、中国检察学会职务犯罪侦查与预防专委会理事、中国人民公安大学现代侦查技战法研究中心客座研究员、国家检察官学院职务犯罪研究所兼职研究员、重庆市人民检察院第二分院侦查信息化专家顾问等。
长期从事证据法学、侦查学、物证技术学等部门法学的教学工作，但从不抱守狭隘的“饭
