After 40 years of reform and opening-up, China has opened its doors to all-round opening; from manufacturing-oriented opening to service tradeoriented opening; from goods and services-oriented opening to institutional and structural opening. Participants of economic globalization to promoters of economic globalization have embarked on a road of a new type of large open economy that has attracted worldwide attention. At present, the world is in an era of major development, transformation and adjustment. Facing the precedented changes in a century, how does China, as a new type of open country, respond to the complex and changing external situation, how to maintain the multilateral trading system, promote open, inclusive, balanced and beneficial to all economic globalization, and how to coordinate domestic and international development with openness to the two overall situations and the formation of a new impetus for comprehensively deepening reforms have become a major issue for China and the world to understand and judge the current changes. The book consists of an introduction and five chapters. The introduction proposes the choice of a new type of large open country in the face of a world-wide greatest changes in a century. The first chapter looks back at the “road of a new type of large open economy” in the past 40 years of reform and opening-up from history to reality. The second chapter explains how China, as a new type of large open economy, views itself and the world. The third chapter analyzes how to remodel a new-style relations between major economies in the long term under the background of China-US economic and trade friction. Chapter IV proposes and advocates that bilateral multilateral free trade should lead economic globalization. Chapter V proposes to take the Belt and Road as an important carrier of new globalization.
迟福林，研究员、博士生导师，第十一届、第十二届全国政协委员。中国（海南）改革发展研究院院长，兼任中国经济体制改革研究会副会长、中国行政体制改革研究会副会长。国家“十三五”规划专家委员会委员。广东、山东、海南等地方政府决策咨询顾问。国家行政学院、北京大学、东北大学、西南财经大学等多所高等院校的特聘教授。
多年来致力于经济体制改革理论与实践研究，共出版中英文专著40余部，公开发表学术论文800余篇，形成研究报告70余部，提交了大量政策建议报告，在决策和实践层面产生了积极影响。曾获“五个一工程奖”“孙冶方经济科学论文奖”“中国发展研究奖”等奖项。2002年被组织部部、中宣部、人事部和国家科学技术部联合授予“全国杰出专业技术人才”荣誉称号。2009年入选“影响新中国60年经济建设的100位经济学家”，2015年入选《20世纪中国知名科学家学术成就概览（经济学卷）》。

Chi Fulin, research fellow, supervisor of Ph.D. and member of the 11th and 12th National Committee of the Chinese People’s Political Consultative Conference, is the president of China Institute for Reform and Development. He also works as vice president of China Society of Economic Reform, and vice president of China Society of Administrative Reform. He is a member of the Expert Committee for the 13th Five-Year Plan of China. In addition, he is a distinguished professor of a number of universities and colleges, including Chinese Academy of Governance, China Executive Leadership Academy Jinggangshan, Peking University, Zhejiang University and Northeastern University.
Chi has been engaged in research of theories on economic transformation and related practices for many years. He has made in-depth research of government transformation and equalization of basic public services centering on a number of major economic and social issues encountered in the process of the reform and opening-up of China. Based on these researches, he has published more than 40 monographs in Chinese and English as well as more than 800 academic papers. In addition, he has participated in the preparation of more than 70 research reports as a compilation or research leader, with a great number of proposals on policies, which have great positive influence on related decision making and practice. He is the winner of the Best Works Award, the Sun Yefang Award for Papers on Economic Science and the China Development Research Award. In 2009, he was selected as
“One of the 100 Economists Who Have Influenced China’s Economic Development over the Last 60 Years”. In 2015, his achievements were included in Overview of Academic
Achievements of Renowned Chinese Scientists in the 20th Century (Volume of Economics).
