自20世纪90年代末以来，我国高等专科教育、高等职业教育飞快地发展着。各地高职高专纷纷挂牌成立。为了适应这一大好形势，适应社会主义经济发展对高职高专提出的更高要求，卫生部教材办公室于2003年4月在山东省淄博市召开了一次教材编写会议，决定出版一套全国高职高专教育卫生部规划教材（约30个学科）。这本英语教材就是其中的一种。奉英语教材分上下两册，共50个单元。上册24个单元，下册26个单元，学完上下两册约需250个学时。上册每单元由五个部分组成，即课文A、课文B、技能训练、语法知识、会话，内容主要以日常社会生活为主；下册每单元为五个部分组成，即课文A、课文B、技能训练、写作、会话，内容主要以医学科普为主。
本教材强调培养学生的实际运用能力，突出基本原理、基础知识、基本技能，以够用为度。在编写过程中，尽量做到注意教材的实用性、先进性、多样性，以至适合不同程度的学生。 英语（上册）
