该书探讨新中国70年来，作为群体的中国儿童的生存与发展状况。而儿童的生存与发展状况与儿童是否具有社会主体地位以及主体性发挥的程度直接相关。全书以“当代中国儿童”为书写主语，以国家政策与国家层面统计数据为历史事实材料，叙述当代中国政府对儿童生存与发展问题的关注与投入，追寻当代中国社会对儿童权利保护的发展踪迹，从而给出当代中国儿童生存与发展的历史面貌。
本书采用历史研究法、定量的解释性研究法和文献研究法，同时采用以下逻辑：首先，基于国家政策材料对每一历史时期每一领域的儿童发展状况进行历史性描述，并形成每一时期每一领域儿童发展的结论。其次，针对每一历史时期每一领域儿童发展结论，提供与时期、领域相对应的国家统计数据，基于数据事实，判断与解释结论的可靠性。数据材料与事实相结合，分析每一历史时期中国儿童生存与发展的现实状况、获得的进步、存在的问题，呈现当代中国儿童生存与发展的历史面貌，得出70年中国儿童生存与发展的总体结论。 Introduction
